License plates were public domain before any website came up. I once called in a complaint on someone who nearly ran me and my whole family off the road with a large truck. When I told the officer I didn't want to press charges, I just wanted to file a complaint (I thought this truck might belong to a corporation). The officer gave me the name and phone number and told me that it is public information, so if I called, please tell the person I looked up the number myself. Since it turned out to be an individual, I never made the call.
