That will be the behavior, yes, but mod_rewrite will do the forwarding and not PHP.
Why are you using Apache cookies (I asked myself the same question) instead of putting the logic in your PHP code where you can version it and test it?
Our .htaccess file is versioned. We are doing it in .htaccess because the way our site is set up we have to have to cookie set before anything else happens.
