Most of the time Mac OS X (10.4.11). It doesn't happen every time for Firefox, just sometimes. Also note that on Mac OS X (10.4) you need to run 'lookupd -flushcache' as root after a hosts file change.
I was going to suggest dscacheutil (the new name of lookupd). That should fix the problem. Anything beyond that would be the browser hanging on.
