It can be done WELL in PHP by someone who knows PHP well.  Likewise it
can be done well in rails by someone who knows rails well, perl by
someone who knows perl well, etc.

The best choice for a language is one that you and your team already
know.  No one language is going to give you a magic bullet and your
application can most likely be built in any of the languages.
