Why do you want to keep file URLs from being rewritten?
If you link to… http://example.com/images/logo.gif…you really want that file to be served. Meaning, that URL is a path to an actual file, whereas…
http://example.com/article/12 …isn't. "12" isn't a file sitting in a folder called "article".
