The CodeIgniter ORM isn't slow. I use it all the time. Plus, if you read the article you'll note that he used the CodeIgniter ORM in the tests. Now as far as misusing the CakePHP ORM, who knows. It may or may not have been a good example. I completely reimplemented an app using CodeIgniter. I was doing it in phases. So the first phase I just converted the site to CodeIgniter. Then the next phase I was supposed to implement a bunch of ajax because the client thought it would help speed things up. Once I finished converting the site to CI the client thought I had already implemented the ajax stuff because it was so fast.
