I went through this process about a year ago, looking at several free and commercial solutions including PHPList. I eventually decided on Interspire SendStudio (which is now called Email Marketer). It has a large number of professionally designed templates, stats, segmented lists, autoresponders, and a few other nice features. It's built on PHP and MySQL, and comes with an API that helps making automated integration with various parts of your own site fairly easy. You have a choice of taking on the large up-front cost of buying a license ($495) or using their hosted solution starting at 500 emails/mo for $10/mo. I also considered CampaignMonitor which has a nice pricing structure that mostly only charges for emails sent, and would probably be a better choice than the hosted Email Marketer if you don't plan to purchase a full license and hosting your own list server. Basically though, I really couldn't find any free solutions that provided what I needed.
