The preview and export would combine the multiple tracks in layers or channels, not end-to-end.

I think you could do this with a server-side audio manipulation tool like sox. When we built an online music store site, we successfully used it to generate the 30-second preview clips by trimming a section out of the middle and adding a fade-in and fade-out on the ends. I haven't tried doing anything with channels or mixing, but I think it might be able to do that.
