We use Pivotal Tracker, and I used it at a previous job. Seems to be the 
easiest to get Product, Management, and Development teams to agree to use. 
Another one is Basecamp [1]. I think it's a little too simplistic for what we 
do, but 37 Signals always does a good job with their tools.
