A while back a list member mentioned how they would help a client fist spec out a project(usually for a $1000 or so) and then once it was all spec'ed out they would bid on the spec. We have a set of programs we are licensing that we would like to explore replacing with in house software. Does any one have any advice on what we should be asking custom dev companies for(one person told me they do offer a "Persona" to clients that are exploring custom development) and which local custom dev companies I should talk to about possibly helping us with this process. This is a fairly large complex project probably involving multiple languages.
