[jasig-uportal-dev] cas3 and portal_channels moving to SVN

I've worked out a time with ScottB and will be moving CAS3 to SVN tomorrow (Friday May 4). That will leave portal_channels as the only code left in CVS so I will be moving it to SVN tomorrow as well.

I would like to have a sanity check from other users to verify that everything of interest has been moved to SVN. Once the migration is complete the CVS repository will be converted to read-only for a while before being removed to ensure people can migrate local modifications over to the new repository.
