Andy,

A quick peak at the 2.6.1 RC2 code shows a <channelId> element in each 
of the chanpub files in use. The data.xml for 2.6.1 has no UP_CHANNELS 
table declared and the channel IDs come from that <channelId> element. 
Is this what you need? It looks like this change happened for 
http://www.ja-sig.org/issues/browse/UP-1413 which made it into 2.6.0
