I just posted a new version of the Import/Export tool to the usual place:

Some Notes:
- There are now separate zip files for 2.5 and 2.6 versions of
uPortal. Installation is the same as ever -- just unzip it to the
directory that contains build.properties.
- There is now a feature request in JIRA to track this effort:
http://www.ja-sig.org/issues/browse/UP-1834.
- Fixed Issues:
1. I removed all sub-selects, which were causing the tool to fail
horribly on MS SQL Server; this was the biggest motivator for cutting a
new version.
2. Fixed an issue where the tool was creating some duplicate rows
in the UP_SS_USER_ATTS table.
3. Fixed an issue where some anomalous column values in the 'demo'
layout were causing it to export improperly.
- Known Issues:
1. This version of the tool comes with cernunnos-1.0-M3.jar; for
2.6.0 through 2.6.1-RC2 (but not the rel-2-6-patches branch), you will
need to remove the earlier cernunnos JAR from lib/compile/.
2. Some tags/branches of 2.6 (rel-2-6-1-RC2 but not
rel-2-6-patches) include orphaned rows in data.xml that result in
incomplete membership documents when exported; if you encounter a
membership document with no <child> element (you'll get a stack trace on
import) just delete it.
