Hi,
has anyone figured out how to add a 'dynamic web application' eclipse

I would like to use the WTP builtin support for tomcat in eclipse for
debugging the code,
but as it currently exists, I'm not allowed to deploy the project in a
web Server.

If you use Eclipse WTP to start Tomcat, but turn off all the project integration & deploy pieces, it should still auto-configure the dubugger for you. I haven't tried hot-deploy with that scenario though -- always used ANT/Maven to build, then restarted via the plugin.
