Locked portlets can only be moved by privileged users (likely admins).
This might be a question for Jen, who is working on the code to generate the JSON object:
Currently, the plan is for the portal to inform the Reorderer of permissions (what can be moved where) through a JSON object, shielding the Reorderer from needing to know things about locking and priorities directly.
Jen, can the Reorderer assume that the JSON object will take into account varying permissions between classes of users (e.g. that admins can move locked portlets and regular users cannot)?
