[uportal-dev] Updated uP3 RC2-SNAPSHOT Quickstarts

I've just published updated quickstarts for the 3.0.0-RC2-SNAPSHOT code. An addition with these files is there are -dev versions of the quickstarts. With these versions the included uPortal code still has the Subversion meta-data attached so you can get updates from SVN as development continues, create diffs of your changes against SVN, or if you're a JASIG developer commit changes directly from the quickstart.
