Yes.  The uPortal project should ideally follow the directions on that 
licensing page just as you describe.

Merely updating the dates isn't ideal because "The JA-SIG Collaborative" 
is a slightly problematic reference.  We all know what it means, but 
technically, that proper noun doesn't resolve to anything -- the JA-SIG 
corporation has a slightly different name[1].  Jumping onto "the 
original author or authors" has become industry standard and is 
beautifully elegant in dodging this and related issues.
