If I understand Tomcat config files you should be able to change
path="/portal" to get the change you want. uPortal would still get
deployed as uPortal.war but it would get mapped in Tomcat as /portal.

I think just changing the context file does work, but if I remember
correctly Tomcat then mounts your webapp under both /portal and /
uPortal which is kind of unclean.
