Once the patch has been comitted to all fix-for versions you can resolve the Jira issue. I added you to the uportal-developers group in Jira so you should see some new options now.

3) JIRA fix-for tag? I see most issues have this set, UP-2048 did not.

Fix-for marks the next versions that will have the patch included. In this case it would be 3.0.1 and 3.1.0

I remember a few years back there was a wiki page about uPortal's CVS
strategy, is there an SVN equivalent?

There isn't such a page but we should probably create one and remove the CVS page.
