I beleive you should be in where build.properties location (in
C:\uPortal-3.0.1-quick-start\uPortal-3.0.1). 

Also as per earlier comment from Chris. I am not much familiar with UP 3.0.

inC:\uPortal-3.0.1-quick-start\uPortal-3.0.1 and 
C:\uPortal-3.0.1-quick-start\
Which location should I stay in?
