I Finished a patch for UP-2181 (it's attached to the JIRA ticket):

The main motivation for this change is that it's necessary for resolving
UP-2182 (Add ImportExportPortlet developed by University of Illinois to
uP3).
In the process, moreover, I was also able to...
- refactor for clarity a bit
- shed 50ish lines of bulk
Eric -- If you still have some inbound changes to these files from UW
Madison's portal, I'd be happy to chip in with sorting them out.
