I think your approach of going as far as possible first with the current channel DAO and Registry model sounds very good. Once that is done we can look at refactoring the channel DAO and Registry code after the portlet DAOs and Registries and add the more advanced workflow features then.
My only thought of a change that could be made now to make peoples lives easier would be to integrate the portlet descriptor service that Pluto now provides. The descriptor service will give you all portlet applications that are currently deployed to the container and all of the portlets within each application. This could let us remove the UI step of entering in the portlet app name and portlet name by hand and just give the user a few drop downs with the available portlet applications and portlets in that application. Take a look at PortletDefinitionRegistryImpl for examples of using those descriptor APIs.
