[uportal-dev] nominating Eric Dalquist to serve again

I believe the developers need 2 representatives on the steering committee.  I would like to nominate Eric Dalquist to continue on the committee.  As the lead developer is contribution is extremely valuable.  Although he is enjoying some personal time off at the moment I believe he is willing to serve for another term.
