I thought of renaming the exported files(owner fragments) to fragment-layout
and store in the uPortal fragment-layout folder,

also create the user files for each owner in user folder.

This way we can automate the build process instead of manually importing
layouts one at a time on line,

Yes I believe it is some sort of bug some where but this way I take no risks
