Both the overview and initial mockups look great. As someone who never really got the hang of the original permissions manager those screenshots look like something that would be easy to pick up and use without having to read a book first.

Under Mockups. The first is the main (default) view, and the second is the permission detail view. I have made some best guesses at labels and names, but it is mostly just suggestion and placeholders for now. I have also included some vision for things I know are not yet do-able in uPortal (like labels/tags).
