The uPortal steering committee is working to move the uPortal manuals to
be covered by the Jasig Licensing Policy

end a jasig-icla group has been created in confluence and everyone* who
has signed one is in it and all of the uPortal manual spaces have been
restricted so that only those in the jasig-icla group can create or edit
content. We hope this isn't too large of a bar considering the value of
having content that is appropriately licensed for the project.
