In trying to better document the standards and directions of uPortal
development I've put together:

Please take a look and provide feedback. None of the stuff there is set
in stone so if there is something declared as a standard and you don't
agree bring it up and we'll figure out something that works for all the
developers.
I'm also slowly going through the uPortal space and cleaning things up.

now acts as the parent page for pages being used to describe and
collaborate on new development for uPortal.
