Apparently Network Solutions' DNS servers are being DDOSd right now. You can set the following in your /etc/hosts file to regain access until the DNS issues are fixed:

downloads.jasig.org 63.246.25.210
issues.jasig.org     63.246.25.210
list.jasig.org         67.227.138.12
login.jasig.org     63.246.25.210
