[uportal-dev] Portlet Preferences & Layout Import

I just noticed that in all existing versions of uPortal entity level portlet preferences are not cleared when a layout is imported.

So for example if you're using the weather portlet and do these steps:

1. Export the user's layout
2. Edit the user's exported layout file and remove all preference data
3. Import the user's layout
4. The user's preferences will still be in the DB



Any objections to me fixing this for 4.0?

This is inconsistent with the rest of our data import process where the imported data replaces any existing data for that data type.
