Ok no worries.

The action=restart param has been dropped and it just makes a request directly 
to the portlet which restarts it. The code looks like:

 <a href="render.userLayoutRootNode.target.{@ID}.uP" 
title="{$TOKEN[@name='PORTLET_RESTART_LONG_LABEL']}" class="up-portlet-control 
restart">

This doesn't rely on the portlet timing out and rendering the error portlet, 
it's if the remote server's session times out and requests authentication 
again, it can get into a weird state which rebooting fixes since Basic LTI 
doesn't required credentials. There is a screenshot in the Jira (login boxes).
