Hi all,

We are having an issue with our layouts becoming unlocked after they are 
imported.

We have setup fragments (eg welcome-lo) with portlets locked etc, and then we 
export them (exports as .layout though so we rename to .fragment-layout)

In the exported CRN we have something like:
<channel fname="anu-downtime-notices" unremovable="true" hidden="false" 
immutable="true" ID="n23"/>

ie this portlet cannot be moved or deleted.

I then run an ant initportal and import the CRN and a user gets the layout that 
we have set, but the portlets are no longer locked. If I go in as the 
welcome-lo user (via Fragment Admin) the portlets are not locked either.

However, sure enough, in the database for the welcome-lo user, the portlets ARE 
locked, just as we set.

There is no record for the user that logged in until they add a new portlet or 
move an existing one (pretty sure that is expected), and then they get a copy 
of the records from the original layout, however they are all unlocked as well.

So how come a user is seeing the correct layout as defined in the CRN, but the 
portlets are not locked even though the fragment layout specifies that they 
should be?
