The image portlet is a special case, it is using a custom portlet descriptor that specifies exactly which preferences you can specify. Adding random preferences to an Image portlet is useless as the portlet won't ever use them.

If you use the Generic Portlet option you should be able to specify any preferences that you'd like for the portlet.
