I was also thinking we could have a
respondir-portlets-lo.fragment-definition.xml
I think this would need a new DLM EvaluatorFactory that could activate a
fragment based on skin. I guess the users layout would need evicting
from the cache? Is this possible?

portlet could be moved to the top of the screen as a toolbar that is
always available. (aka integrated admin).
