The proposed seems pretty good. Drupal 7 has a similar set of regions

* I added 'content' to the list of regions as it seems it would be
appropriate and I didn't see which region the 'general' content
would go into.
* I'm wondering if greeting, logo, and search are too specialized? I
think they would be be portlets that fall into other regions such as
page-top or where ever an institution wants to place them.
* I'm also thinking a 'menu' region might be useful, though it again
could be a portlet placed into one of the standard regions.
Similarly I'm wondering if system-tray is a region or simply a
portlet that is placed into one of the other regions. Since menu
and system tray seem like they'd likely have just one portlet in
them, I'm leaning toward them being portlets placed in another region.
* Drupal has a 'help' region that I think is a nice idea, though
uPortal needs work on adding more help-related capabilities to make
significant use of it.
