Hi Susan. I would focus on your earlier statement that you are seeing a javascript error in the console.
1. Disable aggregation. Easiest way to do that is in the admin UI there is an option to disable aggregation. That takes effect immediately and stays until you restart Tomcat or use the UI to re-enable aggregation. Another way to is add " -Dorg.jasig.resourceserver.utils.aggr.aggregated_theme=false" to CATALINA_OPTS so Tomcat starts up with this property defined (see https://wiki.jasig.org/display/UPM41/UE+Development+Tips). This latter approach disables it completely. Only do this on your local or dev machine, but not in production. Then you might get better information from the error listed in the console. I suspect Andrew P is correct that the Javascript error is preventing 2. Test to see if the issue occurs on all browsers or just Firefox. I suspect all browsers, but it would provide helpful information to know.
