Hi everyone,

I updated master, rel-4-1-patches, and rel-4-0-patches with build.xml changes that should hopefully and forever eliminate the bad artifacts. See https://issues.jasig.org/browse/UP-4221. This is a change I think is worth pushing out to all 3 branches. However I would like to see someone maybe release the sass maven plug-in to also get the RUBY_GEMS fix before we cut a release so we can be past these build issues forever .. or at least for a couple of months. I don't know much about that plug-in and I've been too busy to look into it but it does mess up the Mac and Ruby folks.

Andrew: It won't hurt but you may want to consider purging the .m2/repository on Travis and other build systems to have a more 'clean' repo for the future.

Everyone:
- You don't have to delete your .m2/repository. You can use your current respository. Note however you probably have a few bad artifacts in there at the moment. They don't hurt the build process (currently). They were unnecessarily downloaded by (to me quirky behavior of) artifact:dependencies not correctly taking into account the <dependenciesManagement> settings in the root uportal pom.xml. It wouldn't hurt to delete them. Alternately you could delete your .m2/repository and build after picking up these changes.

- As a summary, the core of the issue is described by http://jira.codehaus.org/browse/MANTTASKS-246 which is still open. I've now bypassed the behavior for both the mvn ant task and the artifact:dependencies ant task.
