You might be running into https://issues.jasig.org/browse/UP-4455, which will be fixed in 4.2.1. For now, incorporate that fix into your version or checkout rel-4-2-patches and build from there.
Also, I suggest you delete or rename your ~/.m2/repository to something else and then try again. There were periods of time when various maven repo issues caused some bad artifacts to be stored in your ~/.m2/repository. Your error message doesn't indicate you ran into it yet, but you might find it safer to do that. Alternately you can find out if your repo has bad artifacts by doing a grep -r "301 Moved" ~/.m2/repository and delete those individual artifacts.
