I believe it is the presence of the files in an xml file that is 
processed during the build; e.g 
https://github.com/Jasig/uPortal/blob/uportal-4.2.1/uportal-war/pom.xml#L989-L991
 
and there is a corresponding element (resourceserver tablig) in the JSP 
(for portlets) or XSL to invoke it.  All files in the xml are combined.

There is also a flag that indicates whether to use minified versions.  
It is separate but I believe it has an effect in that you get the .css 
instead of the .min.css aggregated versions.
