Ah yes; that's a known bug in upstart, as you've found.

To the best of my knowledge, the only benefit provided by prelinking is to
improve the *startup time* of an application.  Therefore, restarting a
service after prelinking produces negative benefit.

So you should consider this a long-term fix as well. :)
