in Ubuntu 14.04 i have observed that the system accepts the command
"#shutdown now"
But instead of shutting down the system  and switches to single user mode
after printing the below message on the console.

Broadcast message from ubuntu@tegra-ubuntu
        (/dev/ttyS0) at 10:44 ...

The system is going down for maintenance NOW!

Instead of this, I feel that the user can be prompted to use the "now" only
in conjunction with -h or -r  or other switches

Current behavior is confusing if a admin user is logged in to the system
from a ssh session  and has no access to the physical machine, He will have
to wait in eternity for the system to be UP or someone to physical bring it
up again.
