Yes: the [subrepository feature][0] does essentially the same thing as Git submodules, but with the advantages that a Mercurial, Git, or SVN repo can be included, and the subrepo management is through a plain-text config file in the repository, so that it can be edited by hand and treated from the point of view of the outer repository as just another file.
