Program ini ditujukan untuk seluruh lapisan masyarakat tanpa kecuali. Birokrat, akademisi, petani, pelajar, pedagang dll bisa ikut program pelatihan ini. Program ini sama sekali tidak dipungut biaya sepeserpun alias gratis (malah dapat konsumsi) dengan syarat mendaftarkan terlebih dahulu melalui surat yang ditujukan kepada PT Telkom. Diusahakan mewakili komunitas tertentu misalnya untuk lingkungan RT atau RW tertentu, atau karang taruna dll. Lampirkan juga peserta yang akan ikut di dalam pelatihan tersebut dengan minimal berjumlah 12 orang untuk setiap sesi nya. Diharapkan dengan program seperti ini masyarakat Tasikmalaya sedikit lebih mengenal dunia internet sehingga diseminasi dan tranformasi informasi akan lebih cepat sampai ke masyarakat.
