You can use Cygwin to build MinGW binary. Just use
the Cygwin GCC with "-mno-cygwin". I will try to do that
myself.

I used to like MinGW better than Cygwin. But if you
need to use those auto-tools, then it is not as easy
to set up MinGW properly as Cygwin. So lately I
will tend to use Cygwin since it has a nice setup
facilities whereas MinGW does not have.
