Well, I am using a custom board with a MX.31 processor, but it is not
important. You can use any board running linux with gpio sysfs enabled
in kernel to program an external device (if the levels are compatible,
of course..)

It should run, but you cannot use as jtag interface for your router. It
is thought to program a device (in my case, a FPGA) whose JTAG interface
is connected to some gpio pins of the microprocessor. In your case, you
can use it to program something else.
