The ARM_USB_OCD cable is based on a FT2232 device. I don't have this 
cable, but using another FT2232H based cable using urjtag 0.10 on 
windows XP (32-bit) works ok:

jtag> cable arm-usb-ocd
Connected to libftd2xx driver.

You should use the binary installer from FTDI. I can't find the 
installer in the FTDI page anymore, but you can download it from here:
http://support.uscutter.com/index.php?_m=downloads&_a=viewdownload&downloaditemid=91

Also be sure that ftd2xx.dll is in the urjtag directory or in the 
windows path.

If doesn't work either, maybe the problem is related with windows 7 or 
the 64-bit OS..
