These patches add support for the xc3s100e stepping 1, xc3s1200e stepping 2,
xc3s1600e stepping 2, and xcf04s stepping 15.

The xc3s1200e was listed in PARTS but had no data, so I generated it from
the BSDL.
The xc3s1600e is all new.
