i dont think this makes much sense.  u-boot is something you would load into 
memory somewhere and let the processor execute.  it isnt something you'd load 
one insn at a time via urjtag.

sounds more like you want a gdb monitor that uses urjtag in the back end.  
then you could connect gdb to it and control things via that.
