Do you really want/ need the GPIO pin direct access?
I presume your idea is connecting the target straight to the GPIO pins of the
routerboard.
But, do the output pins of the router board drive correctly your target? Or
will you need a buffer?
In case of a mistake will you fry the target, the routerboard or both?
My advice ( I may be totally wrong):
Buy or make an Altera USBlaster clone ( $13.00 USD on some places ).
For the Router a TP-Link MR3420 is one of the cheapest Openwrt routers
with USB available. ( 40-50 Euros already with a case outside and a power
supply).
Urjtag 0.9 compiles and works ok on an Asus WL500 GP v2 with an Altera
USBlaster clone.
But the routerboard has more memory and can be expanded easily. If you need
that, go for the router board.
Another "older" and cheaper option is the use of an Adm5120 compatible
router/board:
