*A Specialist III (Business Analyst) is required to assist client in the
following activities related to the NOADS Project:
• Work directly with users from Probation, DOCS and Parole to gain an
understanding of the “as is” state - how they currently create and use the
Presentence Investigation Reports (PSIs).
• Create narrative documentation of the “as is” state related to the
creation, storage, and usage of Presentence Investigation Reports (PSIs)
within Probation, DOCS and Parole.
• Facilitate design sessions with users to brainstorm the “to be” state –
how they would use the new Centralized PSI Repository to facilitate their
operational functions.
• Translate narrative documentation into formal requirements documentation –
Use Cases, data and process flow diagrams, etc.
• Present proposed system functionality to users for approval & sign-off.
• Work with other NOADS team members and technical architecture staff to
participate in the design aspects of the Centralized PSI Repository (data
base, web services, data exchanges, etc) to address the business
requirements.
• Develop test plans and execute test scenarios.
• Develop user documentation and training materials.
• Provide user support before, during, and after production implementation.*

*MANDATORY EXPERIENCE

CANDIDATES NOT MEETING ALL OF THE MANDATORY EXPERIENTIAL REQUIREMENTS BELOW
WILL NOT BE CONSIDERED FOR THE POSITION

1.Minimum of eight (8) years experience in IT business analysis and business
requirement gathering.

2.Candidate must have skill and experience in working with end users to
determine detailed business requirements for web-based applications.
3.Candidate must have skill and experience analyzing and documenting current
(as is) and future (to be) business processes.
4.Candidate must have skill and experience developing and documenting
business requirements in the form of use cases, process flow diagrams, and
various other types of diagrams (e.g. State diagram, Context diagram).
5.Candidate must have skill and experience with desktop tools including MS
Word, Excel, PowerPoint, Project, and Visio.
6.Candidate must possess excellent communication and presentation skills,
both written and verbal, including the ability to produce clear and well
organized documents. Experience must include communication with users at all
levels including management or executive level staff.


ASSOCIATED SKILL SETS

Candidates must also have at least three (3) of the preferred skilled sets
listed below. Accordingly, candidates not meeting the supporting
experiential specifications below will not be considered for the position.

1.Experience with the Rational Unified Process (RUP) and the IBM
RequisitePro software tool.
2.Functional knowledge of Criminal Justice processes or organizations.
3.Skill and experience using SQL to run queries and generate reports.
4.Experience in developing test material and conducting tests of
applications.
5.Experience in developing user documentation and or training material.
