The candidates do NOT need TestComplete to be hired. - They need to have prior experience building scripts for QTP, Selenum, CodedUI, or similar automated tools that run test against Java or .Net based applications. - The dev teams are scrum based, but they have not caught the QA team up to par with running daily tests to match the dev team process. They need this resource to build the platform and strategy. - If the candidate has another automated testing tool that they have implemented recently, they provide a business case of why that tool could be used vs. testcomplete, the manager will help champion that tool instead.
